The section in the 2021-2022 Omnibus Bills, will ease the installation of cell towers

As I reported a week earlier , the new 2021-2022 Omnibus bill , will include a section about the new reform in the deployment of cell towers and sites in Israel.

The section of the communication reform, in the omnibus bill for 2021-2022 will define the cellular companies cell phone antennas as “national infrastructure” and will allow the installation of 6 meter high antennas, on buildings, street light and traffic light, public transportation bus stops, with more ease and with less possibility for pushback from the citizens and municipalities.

These are the sections:

  1. The installation of up to 6 meters high cellular antennas and mast, on top , or next to buildings, street light poles, traffic lights, public transportation bus stops, will not longer need a building permit – This will be used to rapidly installed what is called “small cells” for 5G and 4G nationwide.
  2. All the equipment that is needed to run the antenna site will also be exempt from excessive use permits and would be installed on the roof or next to the site.
  3. The examptetion of what was called “wireless access device” ( several cell phones antennas in a plastic box that was used in israel since 2004 to get around the need for building permits ) will be canceled (no need for it now as all new sites will be exampts for permits, exactly as the “wireless access devices” were).
  4. Adding more antennas to an existing site will not need new permits – cell towers will get bigger, with more antennas.
  5. Reinforcement of existing sites (towers) will also not need a permit (for the next 3 years) – again, cell towers will get bigger, with more antennas.
  6. Cellphone towers and antenna infrastructure will be defined as “national Infrastructure” – this means that the public and municipalities will have less opportunities to abject to a future installation of a cell tower or site.
  7. The Israeli National Infrastructure committee will also be allowed to plan and permit the deployment of cell towers and sites – This will allow the Israeli National Infrastructure committee , that will probably be housed with pro-industry representatives, to push forward many new installation and bypass remaining existing bodies or planning and approvals.
  8. The IDF will cooperate in the process of deploying the new networks in the Judea and samaria territories.
  9. The ministry of defence will pay for the use of new frequencies
  10. Installation of a last mile fiber optic service in an apartment building will not need the approval of all or most attendees.. Somehow I have a feeling this will be used to deploy last mile wireless connections and not just fibers.

  1. Enter the bill
  2. Scroll down and press “התחברות” 
  3. Chose to login via facebook or gmail/google accounts 
  4. Come  back to the specific bill’s page, using the search for clicking the link you got 
  5. Scroll down to the comment section, and enter your remark,
