I wonder what are the chances they are being hurt by their own devices, or devices they operate?
It is opcorce possible that they are actually being hurt by a third party, as RF weapons should be very easy to create and where created and used in the past. But I would first try to understand what is the exposure of these people to the RF created by the equipment they use (for example smartphones) in the embassy it self (from WIFI routers, wireless PCs, RF emising security equipments, and to their own intelligence equipment).
Then I would recommend to find ways to measure the RF and then to reduce it considerably. Only then I would recommend to try and find sources from outside. Once found, RF protection would be easy to install and use.
In any case, this is another sign that RF radiation is not healthy and that all those saying it is OK , are wrong. The problem is that the US government official view on this, according to the FDA and FCC, is that Radio Frequency(RF) in these levels pose no health risk.
This is not the first time such a thing happens
‘Moscow Signal’ is the name of a similar incident in which USA embassy in Moscow were exposed to low level RF radiation. It happened in 1950-1970. In those day back in the 1950, no one walked around with an RF transmitter in his hand or pocket. Today every person with a smartphone exposes himself to more than 5uW/cm2 (the level of RF that was radiated from outside the embassy back in these days of the ‘Moscow Signal’) from his own device. In addition, today, embassies are most possibly more crowded with RF emitting devices and equipment than back in the fifties. Including office equipment and intelligent stuff, some emitting even more than 5uW/cm2 of RF radiation.

Possible RF sources that can be the cause to ‘Havana Syndrome’
Cell Towers
The RF from the cell towers is in multiple frequencies, in high duty cycle (usually 50-80%) and the exposure is full body, 24X7 and a it forced upon us (one can only measure and protect, but not turn off).
It is most likely that there are cell phone towers around the embassies buildings, as embassies are usually located in the center of the city , where cell towers are usually located.
Cell/Smart phones
Cell phones on the other hand exposure people to RF in less frequencies, lower duty cycle, it is usually the strongest next to where the phone is, and people can chose to use it or not, or to take precautions to reduce exposure (but most people are not aware to that).In most cases I see (I help EHS people to handle their condition by exposure reduction , measurement and protection), the biggest part of a person’s exposure is the cell phone.
I can assume that embassy workers are probably heavy users of smartphones, as the smartphone is probably a basic daily working tool for them, and as they most probably use it with no concern over the RF exposure and the possible health risk.
Embassy own RF emitting equipment
In addition the embassy is full with RF emitting devices and equipment, including intelligence equipment that emit strong RF.
RF weapons?
In addition to that there is the possibility that someone is directing an RF weapon to the embassy. RF weapons are not a new thing. Even the US itself have some RF based ‘non/less’ lethal weapons (see video – https://www.youtube.com/watch?v=kzG4oEutPbA ) So if it happened before, and they are using it themself, I am kind of amazed how they did not see it coming.
USA official line is “no possible health risk”
It is most likely that most of the workers there probably believe there is no possible health risk in RF exposure, as this is what their government tells them. I believe that many more will get hurt until they will really get the concept that even RF levels 100000 below the so called ‘safety standards’, both by ICNIRP and FCC, can cause biological changes and over time health effects, exactly the same as these embassy workers are suffering from today ( and more symptoms) and as EHS people across the world have come familiar with.
Maybe someone is trying to tell the US government that their views on RF radiation being so safe, is basically very wrong.
